Wayne County VINELink Coverage
Pennsylvania calls its VINE service PA SAVIN. The Commonwealth registration instructions say the free system covers county jails, state prisons, and state parole. Wayne County also publishes a local release-notification page. That local page supports use of PA SAVIN for a person reported through Wayne County custody, but it does not create a public Wayne County inmate roster or a recent-release archive.
Agency labels matter. A Wayne County Correctional Facility event concerns county custody. An SCI Waymart event belongs to PA DOC. A state-parole event concerns supervision after state release. VINELink places these events in one notification service without merging the legal authority behind them. A transfer from Wayne County to PA DOC is continued custody, not community release. The same is true of a move to another jail or authority.
VINELink does not cover people held by the Federal Bureau of Prisons at USP Canaan. The BOP locator and federal court record are the correct federal paths. It also does not replace the ICE detainee locator when a release record identifies an immigration transfer. Start with the reporting agency so a familiar name or Wayne County address does not lead to the wrong custody system.

Search Wayne County on VINELink
Open the current VINELink application and choose Pennsylvania. Search one person at a time. Use the first and last name requested by the interface. A shared name is not enough for a reliable match, so compare any available age, agency, identification number, custody label, and location before opening or registering on a record.
- Choose Pennsylvania as the state in the VINELink application.
- Select the prompt for an offender located in Pennsylvania whose name is known.
- Enter the person's first and last name, then select Search.
- Compare the available identifiers and reporting agency across all possible matches.
- Open the correct record and read the custody or event wording exactly.
- Select Get Notified only after the match has been checked.
A no-result is inconclusive. The name may be entered differently, the agency may not have transmitted a current record, the event may be outside the visible period, or the person may belong to another custody system. Do not interpret an empty result as proof of release. For an event that already happened, the county discharge record, court docket, PA DOC supervision record, or BOP history may last longer.

The reporting-agency and event labels on the matched record are more useful than a bare name because they show which system sent the information.
Note: Register on the correct record before an expected event because no fixed Wayne County historical display period was found.

A VINELink result is an event-oriented record. It may show the reporting agency, current custody or event wording, and a Get Notified control. The research did not establish a universal field set or a guaranteed release-date archive for every Wayne County record. Read only what the matched record actually displays. A Released event means the reporting agency transmitted a release. It does not rule out probation, parole, a detainer, or custody by another authority. Moved or Transferred indicates that the first agency's custody changed and may have continued elsewhere. Escape must never be described as release. The correct reading depends on the event label and the destination shown in the lasting agency record.
Register Wayne County Release Alerts
Registration occurs on the correct person record. The Commonwealth permits the methods offered by the interface, which may include phone, text, email, and app alerts. Multiple destinations can be added. Contact details should be kept current, especially when an expected release is months away. Registration is confidential under the published Wayne and Commonwealth instructions.
- Select Get Notified on the verified person record.
- Select Add and choose each phone, text, email, or app method offered.
- Enter the destination carefully and continue with Next: PIN.
- Create and retain the four-digit PIN used to acknowledge automated calls.
- Review the entries and select Complete Registration.
An alert can report release, move, transfer, escape, or another covered change. It is not a promise of real-time delivery. The Commonwealth warns users not to depend on PA SAVIN alone. Plan to verify the event with the agency that created the release or movement record, particularly when personal safety or a court deadline depends on the answer.

The sequence confirms that the PIN belongs to call acknowledgment. It should not be confused with a custody identifier.
Wayne County SAVIN PIN Support
Wayne County's local notification page adds details beyond a generic VINE link. Phone registration is available at 866-972-7284, and TTY access is available at 866-847-1298. The Commonwealth says operators are available at all hours. If the PIN is forgotten, call 866-972-7284 and press zero for an operator rather than using a jail switchboard.
If an automated phone alert is not answered and acknowledged, PA SAVIN may leave a message and continue calling for up to 24 to 48 hours or until the PIN is entered. Wayne County also describes repeat calls until acknowledgment. Entering the PIN stops those repeat calls. It does not confirm that the event was a community discharge rather than a transfer or that no other authority has a hold.
The local page permits multiple phone numbers and email destinations and states that registration is confidential. Wayne County also identifies its Victim/Witness Coordinator at 570-253-4912. That local number is a support layer, not the VINELink registration line and not the facility's general release-record number.
Phone, text, email, and app destinations serve the same basic purpose but fail in different ways. A changed number, full inbox, blocked message, lost device, or unacknowledged call can interrupt delivery. Register more than one available destination when that is useful, save the PIN apart from the phone, and update contact details through the current service. Confidential registration means the person being tracked is not told who enrolled. It does not make the underlying custody event secret or alter which agency owns the record.
An acknowledgment only tells the system to stop repeating that automated call. It does not mean the recipient agrees with the event label. If the message says moved or transferred, obtain the destination from the responsible agency's record. If it says released, check whether the record also documents parole, probation, a detainer, or another authority. This second step is especially important when Wayne County custody ends but legal control continues elsewhere.

Confirm Wayne County Release Events
For a Wayne County detainee, compare the VINELink event with the county discharge or movement record and the UJS criminal docket. The record should identify the actual discharge time or movement and, when recorded, the type or destination. A transfer to state, federal, immigration, or another county custody is not community release. Wayne County Corrections can direct an inquiry, while the county open-records process can seek an existing record.
For a Pennsylvania state prisoner, use the PA DOC locator's Department Supervised Individual side if active state parole is expected. A release date there supports release into continuing supervision. The inmate side is for people currently under PA DOC jurisdiction and is not a discharged-person archive. When a person has completed DOC supervision, seek the sentencing docket and a narrow DOC release or sentence-status record instead of relying on an absent locator result.
A federal record requires the BOP locator. A current immigration-custody question requires ICE's locator. VINELink does not bridge those systems. The Wayne County release-record search gives the broader fallback chain when a named person is no longer visible in the notification service.
VINELink limit: no-result, alert delay, or an agency event alone cannot prove unrestricted release. Confirm the exact event with its originating office.
Wayne County Registry Boundaries
The Pennsylvania Megan's Law Registry is separate from VINELink. It applies only to people legally required to register. A registry match can show statutorily public identity, address, classification, offense, and compliance details. It does not say when a jail or prison release occurred. A non-match says nothing about an ordinary released person.
Use the registry only for its narrow legal purpose and compare identity carefully. Pennsylvania State Police warns that online information may be wrong or out of date and that fingerprint comparison is the only positive identification. That warning reinforces the same rule used for VINELink: a public web result is one source, not a substitute for the event record maintained by the responsible agency.
